Department of Road Traffic (Road Traffic Directorate)

Background
The Directorate of Road traffic is regulatory arm of the Ministry of Transport and Public Works, responsible for all matters relating to the road transportation, as well as issues pertaining to the implementation of policies and directions sanctioned under various Regional and International Conventions such as SADC and COMESA.
As a technical wing of the Ministry, the directorate also plays a crucial role in the provision of advisory services to other government institutions and stakeholders in road transport industry.


Mandates and Responsibilities
The mandate of the directorate is prescribe in the road Traffic Act (1997) which provides a legal framework for the Road Transport industry. Under this act, the Directorate of Road Traffic is charged with the responsibility to administer regulatory provisions governing Motor Vehicle Administration, Driver licensing Administration, Operator Authorization and permit Control and other issues related to traffic management control. the Directorate's authority is further derived from the provisions of the National transport Policy Document (November 2000)

Mission
Regulate Road Transport industry through regular law enforcement policies, standards and procedures to ensure a safe, efficient, sustainable, reliable and well coordinates National Road Transport Management system.

Objectives
•To effectively administer the provisions of the road traffic Act - 1997
•To develop and nurture an effective and efficient road traffic management system that ensures order and discipline within the scope of the Road transport Industry.
•To enforce the existing traffic rules and regulations with integrity
•To update and manage an effective road traffic information and data management System that provides accurate, reliable and timely.
•To continuous examine needs and priorities for road transport services and assess relevance and effectiveness of current and authorization procedures.
•To periodically review standards and procedures for driver training, instructor certification to ensure continued improvement in motorization standards in the country.
•To develop, implement and manage a vehicle inspection system that will ensure acceptable standards in vehicle road worthiness.
•To continuously examine and update requirements for road traffic signs, markings, and signal systems in order to reduce traffic conflicts and potential road safety hazards.
•To instill a culture of voluntary compliance through effective civic education and public awareness campaigns.
•To uphold the code of ethics, precedents and norms at all functional levels to ensure honesty, integrity, security and transparency in the delivery of services to the general public
•To effectively implement Regional and International Conventions to which Malawi subscribes.
•To ensure maintenance of sustainable and competitive road transport industry.

Background
The Department of Roads is a regulatory arm of Ministry of Transport and Public Works, responsible for the creation of an environment to ensure provision of adequate, safe, reliable, efficient and economical road transport services in order to meet the county's current and future road transport needs.

Mission
To regulate road construction and maintenance through regular law enforcement policies, standards and practices to ensure a safe, efficient, sustainable and well co - ordinate national road network.

Objectives
•To create a climate that nurtures, encourages, and sustains the participation of the private sector in the financing, the construction, the maintenance and the management of roads in Malawi.
•To provide an adequate network of roads for the movement of goods and people within, into and out of Malawi, and facilitate the continued development of the country's rural areas
•Construct and or promote the construction of economically justified domestic and inter - country roads capable of meeting current and future traffic trends linking areas of production to areas of consumption at national, sub - regional and international lives.
•Use and enforce appropriate road design standards and specifications.
•Promote the increased participation of the private sector in the construction of new roads.

PVHO

PLANT AND VEHICLE HIRE ORGANISATION (PVHO)

BACKGROUND

Plant and Vehicle Hire Organization was established in 1971 under section 17 of Finance and Audit Act cap 37.01 (GN-1971). It was created as a Treasury Fund to operate on commercial basis with the principal aims as follows:-
•To provide the public and private sectors with Plant and Vehicles for hire
•To provide maintenance and repair services to plant and vehicles to all public institutions and the private sector at the most economic rates consistent with the quality of services required.

In order to achieve these objectives, PVHO is required to reimburse itself for expenditure incurred in pursuit of the objectives by the levy of:-
•Equitable hire rates for the provision of plant and vehicle hire services.
•Equitable charges for the maintenance and repair services against the user Ministries /Departments and the general public.

In addition to the above responsibilities, PVHO carries out the following activities:-
•Acts as a registration and disposal authority for all government plant and vehicles.
•Provides technical advice to the government on plant and vehicles on matters and purchase policy.
•Carries out pre-delivery inspection and commissioning of new plant and vehicles bought by the government.

The Secretary for Transport and Public Infrastructure is charged with the responsibility of administering the Fund and maintains all books of accounts so that a profit and loss account is produced annually. The Director of PVHO who reports to the Secretary for Transport and Public Infrastructure heads the Fund.

There is also an advisory committee (PVHO Advisory Board) that was set up as a technical and management body to advise the Secretary for Transport and Public Infrastructure on PVHO matters. The committee is currently composed of representatives from Ministries of Health, Commerce and Industry, Development Planning and Cooperation, Finance, Agriculture and Food Security, Irrigation and Water Development, Office of the President and Cabinet, Bunda College of Agriculture and Road Traffic Directorate. Ministry of Transport and Public Infrastructure chairs the Board.

Railways Division

   

Background

The Railways Division is a regulatory arm of the Ministry of Transport and Public Works, responsible for all matters relating to railway transportation as well as issues pertaining to the implementation of policies and directions sanctioned by Government and various Regional and International conventions to which Malawi is a party. As a Technical wing of the Ministry, the Division also plays a crucial role in the provision of advisory services to other government institutions and stakeholders in rail transport industry issues.


In March, 2010 Government of Malawi established the Railways Division in the Ministry of Transport and Public Works to carry out oversight functions for the rail sub-sector. The increase in both infrastructure and rolling stock deterioration pose a great challenge on the operations of the Division in that, despite having legal institutional framework that regulates the rail transport industry in Malawi, the country has been and continues to experience high transport costs due to overdependence of road sub-sector due to poor railway infrastructure and rolling stock. This state of affairs has led to the country’s goods not being competitive to the outside world as almost 50% of the production cost is attributed to transportation.

Mandate
The mandate of the Division is derived from the laws of Malawi Cap. 69.03 – The Railways Act (1907), which provides a legal framework for the Rail Transport Industry.

Mission
The purpose of the Railways Division is to ensure a safe, efficient and reliable railway transport system for ease of movement of goods, people and services.

In order to achieve the above functions, the Division has five objectives, namely:

a)Promotion of railway safety and environmental protection;

b)Ensuring that the Railways Act and other legal instruments are updated periodically and strengthened;

c)Improvement of operational efficiency and commercial viability of railway companies;

d)Prevention of adverse environmental effects of railway construction and ensuring that the infrastructure is environmentally friendly;

e)Improvement of levels of service to all users including people with disabilities at an affordable cost.

Planning

TRANSPORT PLANNING DEPARTMENT

This department is the hub of this Ministry’s policy analysis and formulation, development programme formation and monitoring and evaluation of service delivery. It links the Ministry of Transport and Public Works to the Ministry of Economic Planning and Development.

PURPOSE
The purpose of the Transport Planning Department is “To coordinate the formulation of policies, legislation and programmes; monitor and evaluate the performance of the Ministry in the implementation of policies and development programmes.”

FUNCTIONS
In order to achieve this purpose Transport Planning Department carries out the following functions:-
(i)The provision of policy analysis and programme development services;
(ii)The development and management of transport corridors;
(iii)The monitoring and evaluation of development policies programmes;
(iv)Identification of potential projects, undertaking feasibility studies and the preparation of projects proposals;
(v)Advises government on transport and public works policies;
(vi)Plans and coordinate transport systems in the country through analysis, monitoring and review of strategies plans;
(vii)Assesses impact of a development programme on the environment and advises government on the way forward; and
(viii)Reviewing existing and formulates appropriate pieces of legislation for efficient delivery of services.

The Department is organized into three sections as follows:-
(a)Policy Analysis and Programme Development Section responsible for:-

•Conducting economic analysis of policies and guiding the Ministry and other stakeholders in the transport and Infrastructure development sectors;

•Reviewing and formulating bilateral and multilateral legal instruments on transport and infrastructure development services;

•Consolidation of development programmes from all departments of the Ministry;

•Promotion and enhancement of project coordination regarding project preparation the value for money;

•Consolidation of the Ministry’s budget;


(b)Transport Corridors Development Section is responsible for

•Coordination and facilitation of the identification and development, of transport corridors;
•Coordination of stakeholder participation in the development, implementation and utilization of the transport corridors.

(c)Monitoring and Evaluation Section is responsible for:-

•Monitoring and evaluation of policy and programme impact on the economic development of the country;
•Monitoring of implementation of work plan and budgets of all departments under the Ministry.
